quotas, the supervision of the quality of carbon emissions data, the settlement of quotas
and the operation of trading. According to Karina Zhao, director of the Department of
Regulations and Standards of the Ministry of Ecology and Environment, the provisions
of the “Provisional Regulations on the Administration of Carbon Emissions Trading”
are mainly modified in three aspects, namely, strengthening the leadership of the Party,
improving the management of data quality and strengthening legal responsibilities. In
terms of improving data quality management, new provisions will be added to require
key emission units to formulate and strictly implement data quality control schemes for
greenhouse gas emissions; In the aspect of strengthening legal responsibilities, strict
legal responsibilities are stipulated for key sewage disposal units and technical service
agencies to falsify data and other fraudulent acts.
The Measures for the Administration of Carbon Emissions Trading (for Trial Im-
plementation) was issued by the Ministry of Ecological Environment and is positioned
to regulate the national carbon emissions trading and related activities, stipulating the
responsibilities, rights and obligations of the competent departments of ecological
environment at all levels and market participants, as well as the key links and work
requirements for the operation of the national carbon market. The Measures for the
Administration of Carbon Emission Trading (for Trial Implementation) stipulates that
the Ministry of Ecological Environment shall organize the establishment of a national
carbon emission registration authority and a national carbon emission trading authority;
Organizing the construction of a national carbon emission rights registration system
and a national carbon emission rights trading system; Formulating a plan for determin-
ing and allocating the total amount of carbon emission quotas; Formulate the technical
specifications for the national carbon emissions trading and related activities, strengthen
the supervision and management of local carbon emission quota allocation, greenhouse
gas emission reporting and verification, and supervise, manage and guide the national
carbon emissions trading and related activities together with other relevant departments
in the State Council.
Registration, trading and settlement of carbon emission rights are important links
in the operation of the national carbon market. For this reason, in combination with the
actual needs of the management of the national carbon market, on the basis of the Ad-
ministrative Measures for Carbon Emissions Trading (Trial), the Administrative Mea-
sures for the Settlement of National Carbon Emissions Trading Registration (Trial) and
three subsidiary documents, namely, the Administrative Rules for the Registration of
National Carbon Emissions Trading (Trial), the Administrative Rules for the National
