Section 1 Green Finance and “Double Carbon” Goals
At the 75th UN General Assembly in September 2020, Xi Jinping announced that
China would strive to peak its carbon dioxide emissions by 2030 and strive to achieve
carbon neutrality by 2060. China’s economy is changing from “high-speed growth”
to “high-quality development”. Carbon emissions per unit of GDP have decreased
significantly. Initial results have been achieved in high-quality development, and the
construction of ecological civilization has been continuously promoted. According to
the data in the 2021 “China’s Policies and Actions to Address Climate Change” white
paper, China’s carbon emissions have improved significantly in 2020. Compared with
2005, China’s carbon emissions decreased significantly in 2020, with the data showing
a decrease of 48.4%. The task of reducing carbon emissions by 40% ~ 45% by 2020
was successfully completed. However, if we want to achieve the “two carbon” goal, we
still need a large amount of investment and joint efforts. Green finance will still play an
active role in achieving the “double carbon” target.
1.1 The “Double Carbon” Target Promotes Comprehensive
Green Transformation of Economy and Society
Since October 2021, the Central Committee of the Communist Party of China and
the State Council have issued “Opinions on Complete, Accurate and Comprehensive
Implementation of New Development Ideas to Do a Good Job of Carbon Neutraliza-
tion in peak carbon dioxide emissions” and the State Council has issued “peak carbon
dioxide emissions Action Plan for the Year 2030”. These constitute the general program
and top-level design for China to achieve the “Double Carbon” goal, deploy the goals
and priorities of the peak carbon dioxide emissions phase, and construct the basic path
for China to achieve the “Double Carbon” goal. To realize the social transition to a
comprehensive green and low-carbon society, phased arrangements should be made in
terms of economic system, energy structure, transportation structure, urban and rural
