             establishment of carbon sink fund. Combining the operation experience of the current
             carbon trading pilot with the international and domestic environment, and referring
             to the participation rules of forestry carbon sinks in Australia, New Zealand and other
             countries, the design of relevant regulations for the national forestry carbon sink trading
             market is carried out, so that the whole process of forestry carbon sink trading can be
             legally supported, and attention is paid to the convergence with relevant international
             regulations. We will establish a reasonable initial quota allocation system, improve the
             property rights mechanism, price mechanism, supply and demand mechanism, compe-
             tition mechanism, risk mechanism and financing mechanism. In addition, we will also
             increase the penalties for enterprises that exceed the emission limits, thus providing a
             powerful incentive for enterprises to reduce emissions.
                 2) The formation of a unified carbon sequestration measurement and monitoring
             system
                 Additionality is a prerequisite for forestry carbon sinks to enter the carbon market
             for trading. Different markets determine whether a project meets the additionality cri-
             teria according to different forestry carbon sink project methodologies. In this process,
             the accurate measurement and monitoring of forestry carbon sinks are crucial. In addi-
             tion, when financial institutions weigh whether to borrow money to support the devel-
             opment of carbon sink projects, they need to determine the carbon emissions that can
             be offset by the carbon sink projects and the expected economic income. The measure-
             ment and monitoring data of forestry carbon sinks play an important role in this pro-
             cess. We should speed up the formulation of forestry carbon sequestration management
             measures, combine the methodology of carbon sequestration projects with the actual
             situation of the China study report, and formulate a unified national measurement and
             monitoring standard. At the same time, it is also necessary to strengthen the training of
             third-party intermediaries and relevant staff to promote the promotion of a unified mea-
             surement and monitoring system.
                 3) Strengthen low-carbon publicity
                 Consumers’ sensitivity to low carbon will affect their choice of goods. The en-
             hancement of consumers’ low-carbon awareness plays an important role in promoting
             the expansion of the scale of carbon sink forest management and the improvement of
             emission reduction level of manufacturing enterprises. Therefore, increasing the pub-
             licity of low-carbon to the public, advocating the concept of low-carbon life, and estab-
             lishing a green labeling mechanism can effectively improve the low-carbon preference
             of the society, so as to mobilize the enthusiasm of enterprises to reduce emissions with
