work. I wonder if it seems unfair to exclude these authorized, secondary creators out of
the Content ID system.
Participant H: Well, as I just said, no system is without drawback. To the best of my
knowledge, most UGC doesn’t obtain the license from copyright owners of the existing
works, and most UGC hasn’t been bothered by infringement. Quite to the opposite, what
most UGC creators concerns is how to increase the exposure and widen the distribution
of UGC, rather than how to prevent infringement.
Huang: Some commentators complain that the match criteria that automatically triggered a
Content ID system were neither clear nor transparent.
Participant H: We have published some criteria online. We also provide a manual review
option alternative to the automatic implementation procedure, but few copyright owners
choose the manual one. As you know, there are so many different categories of works
and it’s a heavy burden to set tailor-made rules for each category of work. However, we
are working on some simpler and more transparent criteria.
Huang: As an active Youtuber, I myself also look forward to a clearer rule of Content ID.
