spaces according to the health status and disease distribution characteristics of residents in

climate change to enhance the thermal insulation and waterproof performance of buildings,
thereby reducing health impacts on residents from extreme weather events. Through mech-
anisms such as regular joint meetings and collaborative research projects, various depart-
ments achieve information sharing and coordinated decision-making, collectively promoting
healthy urban development under climate change conditions. In one city’s planning, public
health departments proposed expanding green spaces and water bodies in areas severely af-
fected by urban heat island effects, based on long-term studies of cardiovascular disease and
respiratory disease prevalence across different districts. After adopting these recommenda-
tions, urban planning departments rationally adjusted urban layouts by increasing parkland

cantly enhance the adaptation efficiency of public health systems to climate change. Regard-
ing resource integration, different departments possess distinct types of resources. Public
health departments control resources such as disease surveillance data, medical profession-
als, and healthcare facilities; environmental departments possess ecological monitoring data,
environmental protection technologies, and governance methods; transportation departments
maintain transportation infrastructure, logistics capabilities, and operational expertise.
Through cross-departmental cooperation, these resources can be integrated and shared. For
instance, in post-flood infectious disease prevention and control operations, public health
departments utilize flood inundation area information and water quality monitoring data
provided by environmental departments to identify high-risk zones for disease transmission,
enabling targeted deployment of medical resources and implementation of prevention mea-
sures. Transportation departments leverage their logistics capabilities to rapidly deliver med-
ical supplies and professionals to disaster-affected areas. This resource integration avoids
