3.2.3 the accumulation of practical experience: from acceptance to reshaping
and sharing
Under the CDM mechanism, forestry carbon sequestration projects in developing
countries need to be implemented in strict accordance with the CDM project standards,
such as reporting, approval, transaction, evaluation and other processes. The project
model is similar to that of international aid projects, and the host country hardly has
the right to participate in the project methodology design and evaluation. However,
compared with other CCER projects such as wind power and biomass energy, the for-
estry carbon sink project has certain particularity, because it involves a large number of
farmers in the forestry community, and there are many interactions between them and
the traditional way of production and life in the community, which will bring certain
changes to the traditional way of livelihood in the community.
In fact, as early as the beginning of the development of CDM forestry carbon se-
questration projects, some scholars pointed out that the attention paid to the economic
and technical issues of CDM forestry carbon sequestration projects dominated the re-
search direction, and insufficient attention was paid to the fairness and sustainable de-
velopment of CDM forestry carbon sequestration projects. Boyd and others pointed out
in 2007 that, in fact, fairness and sustainable development are the most important and
the most basic principle of CDM forestry carbon sequestration projects, because these
projects are usually located in remote areas where the poor are concentrated, and these
areas are usually faced with complex land and natural resource use problems, and the
livelihood environment is changeable and fragile. In recent years, with the implemen-
tation of the international forestry carbon sequestration projects, the academic circle’s
discussion on the project results has gradually extended to the community level. Schol-
ars have begun to ask how much contribution the forestry carbon sequestration proj-
ects have to the sustainable development goals, especially in achieving their economic
sustainable development and social sustainable development goals. Taking the CDM
forestry carbon sink project as an example, the research found that there are many prob-
lems in the community development and farmers’ participation of the project, resulting
in the project results often deviate from the project design.
Most of the forestry communities in China have the characteristics of minority
communities, relative poverty, fragile ecological environment and remote geographical
location. Compared with the development of other emission reduction projects, forestry
carbon sequestration projects are facing more complex socio-economic situation, great-
