Research on Financial Development Mechanism and Path of Forestry Carbon
Sequestration in Developing Countries under Double Carbon Targets

planting, tree species replacement, improvement of bamboo forest structure, stand tend-
ing and harvesting, rejuvenation, and stabilization of soil carbon sinks.
In addition, the lack of scientific research and practitioners related to forestry car-
bon sequestration trading is another short board that restricts the methodological de-
velopment and project practice of forestry carbon sequestration trading in China. From
methodological development to specific project implementation and trading process,
forestry carbon sequestration trading requires a complete set of technologies and meth-
ods for carbon sequestration measurement, afforestation methods, forest management
and carbon sequestration trading. We need relevant experts, scholars and practitioners
from forestry, economics and management science to learn from each other’s expertise
in forestry carbon sequestration trading, to make up for the barriers between natural
science and management science, and to avoid decoupling of forestry carbon seques-
tration trading knowledge in the process of project design and specific implementation.
Furthermore, through interdisciplinary joint efforts, starting from the actual situation of
forest development in China, the scientific scheme and knowledge spectrum of forestry
carbon sequestration projects from development to trading will be improved, and the
sharing of experience and dissemination of knowledge of forestry carbon sequestration
trading in developing countries will be actively promoted, the development of “One
Belt, One Road” will be promoted, and the transformation of global climate governance
into a more inclusive and equitable direction will be led.

Section 4 Comparison and Summary between Devel-

                             oped and Developing Countries

4.1 integration into national legislation and policy systems

Countries and regions with relatively mature forestry carbon sinks have generally
made commitments to emission reduction targets in accordance with the core docu-
ments of the Convention, such as the Kyoto Protocol, the Bonn Political Agreement,
the Marrakesh Agreement, the Paris Agreement, etc. The laws of various countries have
also gradually classified the emission reduction targets into the scope of adjustment.
In order to ensure that forestry carbon sinks enter the carbon emission trading market,
most countries and regions have issued relevant bills or policy documents. For exam-
ple, Australia has issued the “Forest Rights Act”, “Carbon Sequestration Rights Act”
