should also vigorously promote the “double carbon” concept and important speeches
by leaders, continuously report on the carbon audit process, and increase supervision by
public opinion. The government, industry organizations, the public and public opinion
will form a joint supervision force, which will increase the attention of enterprises to
carbon audit and maximize the supervision function. In addition, we also need to im-
prove the assessment mechanism and compaction responsibility. Establish an indicator
system and assessment system for each party’s “peak carbon dioxide emissions, carbon
neutral” target achievement, specify the hard targets of carbon emissions per year, sign
a target responsibility document for the planned carbon emissions, assign responsibility
to the implementing unit and the main body that fail to meet the target responsibility,
disclose in the audit result report, and urge them to make rectification. For units and
individuals that do not make timely rectification, administrative penalties, credit super-
vision and other means are used comprehensively to enhance the binding force.
At present, the development of China’s carbon audit is not yet mature. However,
under the major strategic deployment of peak carbon dioxide emissions and Carbon
Neutralization, various industries in various regions of our country have paid attention
to it to varying degrees and started to use practical actions to help the realization of the
“double carbon” target, which will undoubtedly promote the rapid development of car-
bon audit in our country. Under the background of “double carbon”, the development
of China’s carbon audit should focus on perfecting the top-level design of carbon audit
and speeding up the legislation of carbon audit; Strengthen the vertical and horizontal
linkage and coordination of carbon audit to promote information disclosure and data
sharing of the platform; Broaden the coverage of carbon audit and the application scope
of audit results, strengthen public participation and improve work efficiency; Training
“audit plus” carbon audit talents to improve the quality of carbon audit professionals;
Strict supervision and assessment and responsibility compaction, create a good super-
vision environment for the carbon audit, and realize the high-quality development of
peak carbon dioxide emissions, carbon neutrality and economy.
