                 institutions are responsible for formulating overall plans and objectives for regional col-
                 laborative responses, clarifying the responsibilities and divisions of labor among regions
                 in coordinated efforts. By comprehensively considering factors such as regional resource
                 endowments, economic development levels, and technological capabilities, they develop sci-
                 entific and rational collaborative action plans to ensure orderly implementation of coordinat-
                 ed response measures. Simultaneously, establishing a fair and equitable benefit distribution
                 mechanism serves as vital support for maintaining inter-regional cooperation. Throughout
                 processes like resource allocation, technical collaboration, and experience sharing, full con-
                 sideration must be given to each region’s investments and contributions to ensure all partic-
                 ipants receive corresponding returns. For instance, in water resource allocation, regions pro-
                 viding water resources should receive reasonable economic compensation or other forms of
                 benefit returns; in technical cooperation, clear pricing for technology transfers and equitable
                 rights distribution should be established to protect the legitimate interests of technology-ex-
                 porting regions. Through such equitable benefit distribution mechanisms, we can prevent
                 cooperation obstacles caused by benefit imbalances, promote long-term stable collaboration
                 between regions, comprehensively enhance regional clusters’ climate change response capa-
                 bilities, and jointly address the severe challenges posed by climate change.
