                 Adaptive Capacity
                     Science and technology play an indispensable and crucial role in enhancing regional
                 climate change adaptation capabilities. It is essential to increase financial support for climate
                 change-related research projects and actively encourage research institutions and universi-
                 ties to conduct research and development of adaptation technologies. In the water resources
                 sector, efforts should focus on developing new seawater desalination technologies, efficient
                 wastewater treatment and reuse technologies to expand the total volume of available water
                 resources. In ecological conservation, biotechnology should be utilized to restore damaged
                 ecosystems, such as planting specific vegetation to control soil erosion and rehabilitate de-
                 graded wetlands, thereby effectively improving environmental quality.
                     Promoting the transformation and application of scientific achievements and estab-
                 lishing technology demonstration bases are crucial pathways to convert technological ad-
                 vantages into tangible productivity. In the agricultural sector, demonstrating and promoting
                 precision agriculture technology enables precise monitoring and management of crop growth
                 conditions through advanced technological means such as satellite positioning and sensors.
                 Based on data such as soil fertility and crop growth patterns, precise fertilization and irriga-
                 tion operations can be implemented, which not only enhances agricultural production effi-
                 ciency but also reduces resource waste. In urban planning and construction, applying smart
                 city technology optimizes urban operation management models by real-time monitoring of
                 energy consumption and traffic flow information, thereby improving cities’ resilience and
                 flexibility in addressing climate change. Concurrently, strengthening international scientific
                 cooperation and exchanges, actively introducing advanced foreign adaptation technologies
                 and experiences, and implementing localized applications and innovations according to
                 regional realities will elevate the overall technological level and adaptive capacity of the re-
                 gion.
                     (4) Improving Policies, Regulations, and Management Mechanisms to Strengthen
                 Adaptive Capacity
                     A well-established policy and regulatory framework coupled with efficient manage-
                 ment mechanisms serves as crucial institutional safeguards for enhancing regional climate
                 change adaptation capabilities. Governments should formulate comprehensive and systemat-
                 ic climate change adaptation policies, clearly defining responsibilities and tasks for various
                 departments in addressing climate change while strengthening inter-departmental coordina-
                 tion and collaboration. During urban planning policy formulation, full consideration should
                 be given to climate change factors to rationally arrange urban functional zones, avoiding
                 the construction of critical infrastructure and densely populated residential areas in disas-
                 ter-prone regions. Development of industrial policies that encourage energy conservation and
                 emission reduction while promoting renewable energy development should be implement-
                 ed to drive green transformation of economic structures, reduce greenhouse gas emissions,
