1.1.2 the role of CBAM in the EU carbon market
The Carbon Border Adjustment Mechanism (CBAM) is a policy proposed by the
EU to limit the carbon emissions of imported goods to ensure consistency with the
carbon emission standards within the EU. This mechanism is closely related to the EU
carbon market.
First, the implementation of CBAM will help stabilize the EU carbon market.
Since carbon emissions from imported goods will be limited, this will reduce supply
pressure on the EU carbon market, thus helping to stabilize the carbon price. This will
provide greater certainty for the EU carbon market and encourage more enterprises to
participate in the carbon market. Secondly, the implementation of CBAM will promote
the development of the EU carbon market. As more and more enterprises begin to pay
attention to the carbon emission issue, the carbon emission standards within the EU
will be more stringent, which will promote the development of the EU carbon market.
Meanwhile, CBAM will also bring more investment opportunities to the EU carbon
market and attract more investors to participate in it. However, there are some chal-
lenges in the implementation of CBAM. First, how to determine a reasonable carbon
emission standard is a key issue. If the standard is too strict, it may lead to an increase
in the cost of imported goods and an unfair burden on importers; If the standard is too
loose, the goal of limiting carbon emissions may not be achieved. Secondly, how to en-
sure that the implementation of CBAM will not have a negative impact on international
trade is also an issue that needs to be considered. If the restrictions on imports are too
strict, trade disputes and even trade wars may arise.
To sum up, CBAM has a close relationship with the EU carbon market. The im-
plementation of CBAM will contribute to the stability and development of the EU’s
carbon market, but at the same time, some challenges and problems need to be solved.
In the future, it is necessary to further explore how to reasonably determine the carbon
emission standards and ensure that the implementation of CBAM will not have a nega-
tive impact on international trade.
