As can be seen from Table 4-1: First, the competent authorities: except for China
where DNA is located in the National Development and Reform Commission, the com-
petent authorities of DNA in other six countries in the Asia-Pacific region are all locat-
ed in the environmental department. Second, the composition of members: the DNA of
China, India and Laos is entirely composed of government departments; Myanmar’s
DNA is composed of government departments and technical working groups; Indo-
nesian DNA is composed of government departments, technical teams, experts and
stakeholder forums; The DNA of the Philippines consists of government departments,
private sector, NGO and technical support; Thailand’s DNA is made up of government
