3) Research and training
DNA should strengthen the research on CDM and the training of relevant knowl-
edge, so that enterprises can understand the CDM development process and the CDM
management rules, which is particularly important. In fact, the earlier an enterprise
considers CDM, the more favorable it is for the demonstration of additionality of the
project; The more familiar the enterprise is with CDM, the more beneficial it is to the
development progress of the project and the later verification and monitoring.
4) Build a regional CDM development platform
The unbalanced regional distribution of CDM projects is one of the reasons why
the CDM mechanism has been criticized. The number of projects in China is the only
one, which is on top of the storm. Such a situation will greatly restrict the develop-
ment of future projects in China. Therefore, it is necessary to promote the balanced
development of CDM in Asia-Pacific countries. It is necessary to actively use the Chi-
na-ASEAN environmental cooperation mechanism to build an exchange platform for
the development of CDM between China and other Asia-Pacific countries, actively help
ASEAN countries to build their CDM capacity and relevant economic construction,
and promote the balanced development of CDM in the region.
2.2.2 Suggestions on the operation and management policies of CDM projects
in Asia-Pacific developing countries

Give priority to promoting the development of areas in urgent need. For the devel-
opment of CDM projects in Asia-Pacific countries, especially in countries with fewer
than 10 registered CDM projects, apart from the reform of the existing CDM system,
the above-mentioned national DNA should consider vigorously developing project
types such as biogas, composting and transformation of farmers’ breeding corrals from
the aspects of poverty alleviation, job creation, promotion of local development and
compliance with domestic climate change policies.
Improve the service level. DNA plays an important role in CDM, especially provid-
ing information and data for each country to judge additionality and identify baseline,
and helping to determine certain special parameters, such as grid emission factors. The
baseline for developing the current standard was also discussed, and DNA was also re-
quired to participate in the preliminary work. Therefore, DNA should assume the role
of information service repository, especially for countries with slow development of
CDM, it is very important to provide information and data for each country to judge ad-
ditionality and identify the baseline, and to help determine certain special parameters.
