India and Indonesia have assumed the dual roles of project approver and information
service repository, while the role of other countries in information service repository
needs to be strengthened.
(2)DNA approval process and approval principles
First, the approval process. The approval procedures of the Asia-Pacific countries
are roughly the same, with only Laos implementing a two-stage approval process, but
the approval procedures are still relatively similar. Although different countries have
different procedures in their specific operations, they can be roughly summarized into
four main procedures: participants’ submission of documents, DNA evaluation of proj-
ects based on national standards, decision on whether to issue approval letters or not
based on the evaluation results, and issuance of approval letters. Second, the approval
cycle. The Philippines has the highest approval efficiency, while Thailand has a lower
approval efficiency. Third, the examination and approval fee. Of the 7 countries in the
Asia-Pacific region, only Laos, the Philippines and Thailand charge the project fee

document integrity. India has increased its review of project additionality and baseline
selection. The approval principle of China is the most diversified, covering 8 aspects,
including participation qualification, design documents, methodological issues for de-
termining the baseline and GHG emission reductions, the price of transferable GHG
emission reductions, conditions for the transfer of funds and technologies, the crediting
period of the expected transfer, monitoring plan and the expected effect of promoting
sustainable development. However, this has resulted in an all-encompassing situation
with no priorities, and no more attention has been paid to environmental, economic, so-
cial and technological transfer issues.
