scale), and design a “three-year rotation+cooling off period” mechanism for
corrupt positions; Develop biological information desensitization standards and
algorithm discrimination audit rules to address potential data leakage risks.
Finally, a strategic response system was formed through the red, yellow,
and blue three-level warning indicators, risk reserve actuarial model, and party
committee pre decision mechanism, and an innovative industry risk sharing
mechanism (consortium talent pool, qualification mutual recognition alliance)
was proposed.
