PREFACE








                     In the macro context of intensified global competition, accelerated

                 technological iteration, and increasingly strict regulatory environment, human
                 resources, as the core strategic capital of organizations, have a profound impact on
                 the operational resilience, compliance bottom line, and achievement of strategic

                 goals of enterprises due to their potential risks. Especially in key infrastructure
                 fields such as power construction, which are capital intensive, technically complex,
                 and have prominent safety risks, the uniqueness, correlation, and destructiveness

                 of human resource risks are more prominent. The traditional extensive human
                 resource management paradigm is no longer able to cope with the increasingly

                 intertwined compliance challenges, structural contradictions, and strategic impacts.
                 The construction of a scientific, forward-looking, and operable human resource
                 risk management system has become an urgent need for the modernization and

                 sustainable development of corporate governance.
                     This book is based on the forefront of risk management theory and industry

                 best practices, focusing on the essential characteristics of human resource risk-the
                 “uncertainty loss of human capital value”. It is committed to providing readers
                 with a systematic solution that combines theoretical depth and practical breadth.

                 The entire book strictly follows the risk management logic loop, starting from
