Chapter Three Impacts of Global Climate Change


                 climate change issues become increasingly severe, greater investment in the R&D of climate
                 change adaptation technologies has become particularly crucial. In practice, regional re-
                 search institutions, universities, and enterprises invest substantial funds and human resourc-
                 es in developing climate change response technologies. These technologies span multiple
                 fields, such as drought-resistant crop variety cultivation techniques in agriculture, seawater
                 desalination technologies in water resources, and energy-saving and emissionreduction tech-
                 nologiesin industry. By analyzing the proportion of regional R&Dfundingallocated to cli-
                 mate change adaptation technology development, we can understand the region’s investment
                 intensity in technological R&D. Simultaneously, attention should be paid to the practical ap-
                 plication level of these technologies in production and daily life,namely whether relevantThe
                 coverage rate of technology promotion and application in agriculture, industry, daily life, and
                 other fields. For example, if a region develops a new drought-resistant crop variety but only
                 a few farmers adopt it in actual agricultural production, this indicates low application levels
                 of the technology, failing to fully leverage its role in addressing climate change. By compre-
                 hensively evaluating both the proportion of R&D funding investment and the coverage rate
                 of technology application, we can holistically assess the region’s adaptive capacity in terms
                 of technological investment and application.
                     In terms of policies, regulations, and management mechanisms: A robust policy and
                 regulatory system coupled with efficient management mechanisms can guide stakeholders
                 in rationally adjusting production and lifestyles to enhance collaborative climate change re-
                 sponse capabilities. Regarding policies and regulations, governments formulate a series of
                 related policies such as water resource management policies, industrial development policies,
                 energy conservation andemission reduction policiesetc. Taking water resource management
                 policies as an example, sound water resource management policies can regulate water usage
                 behaviors within the region and improve water utilization efficiency. For instance, establish-
                 ing water usage quota standards to limit water consumption for different industries and resi-
                 dents while encouraging water conservation; implementing a paid water resource use system
                 to promote rational water use by enterprises and residents through economic measures. Re-
                 garding industrial development policies, governments can introduce policies that encourage
                 the development of low-carbon industries and restrict high-energy-consuming industries,
                 guiding industrial restructuring to reduce greenhouse gas emissions. In terms of energy con-
                 servation and emissionreduction policiesIn terms of policies, establish strict corporate emis-
                 sion standards and penalize enterprises that exceed emission limits, thereby incentivizing
                 companies to increase investments in energy-saving and emission-reduction technological
                 upgrades. Regarding management mechanisms, it is essential to establish and improve cli-
                 mate change response management institutions, strengthen inter-departmental coordination,
                 and form effective operational frameworks. For example, establish a cross-departmental cli-
                 mate change response leadership group responsible for coordinating regional climate change
                 adaptation efforts; create an information-sharing platform to enable data and information
