               confronting climate change challenges.
                   (2) Case Study of Arid and Semi-Arid Regions
                   Africa’s Sahel region serves as a prime example of arid and semi-arid areas impacted
               by climate change and demonstrating vulnerability. Climate change has significantly altered
               precipitation patterns in this region, with total precipitation showing a declining trend and
               precipitation variability substantially increasing. Long-term and precise observational data
               reveal that over the past decades, average precipitation in the Sahel region has continued to
               decrease, while rainfall has become more unstable in both seasonal distribution and interan-
               nual variations.
                   This precipitation variability has dealt a devastating blow to local agricultural produc-
               tion. The Sahel region primarily relies on rain-fed agriculture, where crop growth is entirely
               dependent on natural rainfall. Reduced precipitation has caused severe soil moisture defi-
               ciency, leaving crops without adequate hydration during their growth cycles. This severely
               restricts plant development and leads to significant yield reductions. Many farmers toil
               throughout the year only to face consecutive years of poor harvests, exacerbating food short-
               ages and plunging large populations into abysmal hunger and poverty.
                   Vegetation coverage has also sharply declined due to reduced precipitation. The once
               vast and boundless grasslands have gradually lost vitality, with extremely evident grassland
               degradation. Originally lush grasslands have been replaced by large swathes of desertified
               land. This transformation has not only dealt a heavy blow to local animal husbandry - live-
               stock deaths have surged due to insufficient forage, depriving herders of crucial income
               sources - but more critically, grassland degradation has accelerated the process of desertifi-
               cation. Desertification has drastically diminished soil water retention and fertility preserva-
               tion capacities, transforming fertile soil into barren sandy land. This further deteriorates the
               ecological environment, creating a vicious cycle that renders the entire regional ecosystem
               increasingly fragile.
                   At the socioeconomic level, the Sahel region exhibits prominent vulnerability char-
               acteristics. The local economic development remains extremely low, with severely lagging
               infrastructure construction. In terms of water resource utilization, the lack of effective irri-
               gation systems and scientific water management facilities makes it difficult to address water
               shortages caused by reduced precipitation. The overall educational attainment of residents
               is generally limited, lacking both specialized knowledge and practical skills to respond to
               climate change. When confronting increasingly severe climate challenges, they often find
               themselves unprepared and unable to implement effective adaptation measures, resulting
               in extremely limited climate resilience. Furthermore, the region has long endured political
               instability and frequent conflicts. In conflict-affected areas, agricultural production has been
               severely disrupted, preventing farmers from cultivating safely; infrastructure development
               has stagnated, while existing facilities suffer extensive damage during conflicts. Forced dis-
