(2) Chronic Disease Prevention and Control Strategies
Health education is the foundation of chronic disease prevention and control. The im-
pact of climate change on chronic diseases is gradually emerging, such as how hot weather
can exacerbate conditions in patients with chronic diseases like cardiovascular diseases
and respiratory diseases. Therefore, extensive health education campaigns are needed to
enhance public awareness of the relationship between climate change and chronic diseases.
Disseminate knowledge about the prevention and management of chronic diseases under
climate change conditions through multiple channels such as television, radio, internet, and
community outreach. Produce special science programs featuring medical experts explaining
the effects of climatic conditions like high temperatures and humidity on chronic diseases,
as well as self-care methods for patients in different climate environments. Conduct health
lectures in communities, distribute educational pamphlets, and provide personalized health
guidance for chronic disease patients, including advice on balanced diets, moderate exercise,
and regular medication. For vulnerable groups like the elderly and children, employ simple,
vivid, and accessible approaches to health education to improve their health awareness and
self-protection capabilities.
The construction of a chronic disease management system is of critical importance.
Medical institutions should strengthen the management of chronic disease patients by estab-
lishing comprehensive electronic health records that document patients’ basic information,
disease diagnoses, treatment plans, and disease progression. Utilize information technolo-
gy to achieve interconnected patient data, enabling doctors to access and monitor patients’
conditions at any time. For chronic diseases significantly affected by climate change, such
as cardiovascular diseases and chronic obstructive pulmonary disease, develop personal-
ized management plans. During high-temperature seasons, doctors should send reminders
via text messages,WeChatand other platforms to alert cardiovascular disease patients about
heat prevention, advise against strenuous exercise, and emphasize regular blood pressure
monitoring,heart rate, and other indicators; For patients with chronic obstructive pulmonary
disease, guide them in the proper use of inhalation devices to prevent respiratory infections.
Simultaneously, strengthen the capacity building of primary healthcare institutions, enhance
the diagnostic and treatment capabilities of primary care physicians for chronic diseases, and
ensure that chronic disease patients can receive timely and effective treatment and manage-
ment at the grassroots level.
Environmental intervention is an important means for the prevention and control of
chronic diseases. In response to issues such as deteriorating air quality and increased extreme
weather events caused by climate change, corresponding environmental interventions should
be implemented. Regarding air quality, governments should strengthen efforts to control
environmental pollution, establish strict air quality standards, and enhance supervision of
pollution sources such as industrial emissions and vehicle exhaust. Promote the use of clean
