Chapter 4 Adaptation Measures to Address Global Climate Change

                 local conditions, optimizes planting methods, and improves survival rates. The project also
                 emphasizes knowledge-sharing by extending mangrove conservation and restoration experi-
                 ences to other coastal regions and countries with similar needs, organizing international sem-
                 inars and exchange programs to facilitate experience dissemination.
                     (3) Summary of Transferable Experiences
                     From cases such as the European Union and the International Climate Partnership (ICP),
                 the following transferable experiences can be summarized. First, establishing a unified pol-
                 icy framework and standards is crucial. Developing a unified climate change adaptation
                 policy framework at regional or international levels can guide countries/regions in formu-
                 lating specific strategies under common goals, avoiding policy conflicts and resource waste.
                 Unified standards facilitate technical exchanges and sharing, enhancing overall adaptive
                 capacity. Taking the EU as an example, uniform coastal protection engineering standards
                 enable seamless technical coordination between member states, preventing redundant R&D.
                 Second, financial support and rational allocation are vital safeguards for promoting adapta-
                 tion actions. Establishing dedicated climate change adaptation funds to integrate various fi-
                 nancial resources and allocate them according to needs ensures that regions severely affected
                 by climate change with weak economic capacities receive necessary funding for adaptation
                 projects. For instance, Eastern European countries’ drainage system construction supported
                 by EU funds has significantly improved flood response capabilities. Third, strengthening
                 technical cooperation and knowledge sharing. Different countries/regions possess respective
                 technological advantages in climate change adaptation. Introducing advanced technologies
                 to areas in need through technical exchanges and cooperation, while adapting them to local
                 conditions, can rapidly enhance local adaptive capacities. Concurrently, sharing practical
                 experiences and knowledge (e.g., community participation in water resource management,
                 ecosystem protection and restoration practices) promotes global development of climate
                 adaptation efforts. The adaptation of Israeli drip irrigation technology in Africa and the dis-
                 semination of Bangladesh’s mangrove conservation experience serve as excellent examples.
                 Fourth, emphasizing monitoring and evaluation to adjust strategies accordingly. Establishing
                 comprehensive climate change monitoring and evaluation systems enables real-time track-
                 ing of climate dynamics and adaptation measure effectiveness, providing scientific basis
                 for policy adjustments. This ensures adaptation strategies remain aligned with actual needs
                 while enhancing the relevance and effectiveness of actions. The EU adjusts agricultural and
                 infrastructure strategies based on data from its robust monitoring system, ensuring effective
                 implementation of adaptation initiatives.

                     IV. Funding and Technical Support Mechanisms in International
                 Adaptation Cooperation
