oped countries impose numerous restrictions during technology transfers - such as limiting
technology application scope and prohibiting technology re-transfer - due to concerns about
technology misuse or intellectual property infringement, hindering effective technology im-
plementation in developing countries. Meanwhile, technical training content sometimes fails
to align with actual needs of developing countries, making it difficult for trained personnel to
effectively apply acquired skills in practice. For example, some wastewater treatment tech-
nologies taught in training programs cannot be properly implemented due to local shortages
of supporting infrastructure and operational conditions.
(3) Directions for Improvement
For funding support mechanisms, it is necessary to broaden funding sources. Beyond
existing contributors, more private sector participation should be attracted. Tax incentives
and policy support measures could encourage multinational corporations and financial insti-
tutions to provide funding for climate change adaptation projects in developing countries.
For instance, enterprises investing in such projects could receive proportional tax reductions,
and special financial support funds could be established. Simultaneously, the fund alloca-
tion process should be optimized by simplifying project approval procedures and leveraging
digital tools to enhance approval efficiency, ensuring timely fund disbursement. An online
approval platform could be established to digitize the entire workflow of project applica-
tions, reviews, and feedback, reducing approval time to 3-6 monthsFor the technical support
mechanism, in terms of intellectual property protection, the international community should
establish a balanced intellectual property protection system that safeguards the rights of tech-
nology developers while promoting reasonable dissemination and application of technologies
in developing countries. For example, formulating specialized intellectual property protec-
tion regulations for technology transfer to clarify the rights and obligations of both parties.
Regarding technical training, strengthen needs assessment, customize training content ac-
cording to the actual conditions of developing countries, enhance practical components and
follow-up technical guidance to ensure training effectiveness. Establish a technical support
tracking and feedback mechanism to promptly understand technology application status in
developing countries, adjust technology transfer and training strategies based on feedback,
improve the precision and effectiveness of technical support, and comprehensively enhance
the international community’s financial and technical support levels for climate change adap-
tation in developing countries.
