Chapter 4 Adaptation Measures to Address Global Climate Change
Qualitative Assessment Methods
Field research and case studies are important qualitative assessment approaches. Orga-
nize professional teams to conduct in-depth investigations at the sites where adaptation mea-
sures are implemented, observing actual conditions such as the operational status of engi-
neering facilities, ecosystem changes, and alterations in residents’ livelihoods. For example,
in the implementation of adaptation measures in a rural area,For the field investigation of
rainwater harvesting and utilization projects in rural areas, the research team should not only
inspect the construction quality and operational stability of rainwater collection facilities, but
also conduct face-to-face interviews with local residents to understand the project’s impact
on improving their domestic water supply and existing issues. Concurrently, collect success
and failure cases of adaptation measures implementation from different regions, conduct in-
depth analysis, and summarize experiences and lessons learned. Expert judgment also serves
as an effective qualitative assessment method. Invite experts from multiple fields including
climatology, ecology, economics, and sociology to comprehensively evaluate the implemen-
tation effects of adaptation measures based on professional knowledge and experience, while
providing improvement suggestions from different disciplinary perspectives as reference for
subsequent measure adjustments. For instance, when assessing ecological restoration proj-
ects in a region: climatologists analyze whether restoration measures help enhance ecosys-
tem climate resilience from the perspective of climate change impacts; ecologists evaluate
the effectiveness of biodiversity recovery; economists focus on project input-output ratios
and their driving effects on regional economic development; sociologists concentrate on the
project’s impacts on local residents’ lifestyles and community relations. Through compre-
hensive evaluation by multidisciplinary experts, the scientific validity and effectiveness of
assessments are significantly enhanced.
II. Adaptation Measure Adjustment Strategies Based on Evaluation
Results
In the implementation process of climate change adaptation measures, timely and sci-
entific adjustments based on monitoring and evaluation outcomes undoubtedly constitute
the core element for ensuring that adaptation actions can effectively address climate change
challenges and achieve expected objectives. Through in-depth analysis of monitoring data
and evaluation conclusions, precise adjustments to adaptation measures can be made from
multiple dimensions such as resource allocation optimization and technical solution im-
provement, thereby enhancing the comprehensive effectiveness of climate change response.
(1) Optimizing Resource Allocation
In terms of capital resource optimization, when evaluation results reveal that the capital
input-output ratio of certain adaptation projects remains at a relatively low level, this neces-
sitates a reassessment of fund allocation strategies. For some small-scale renewable energy
projects during their construction and operation phases, the dispersed distribution of funds
