ness of their industries. On June 22, 2022, the European Parliament passed the proposal
to establish the world’s first carbon border adjustment mechanism. In addition to the
steel, oil refinery, cement, organic basic chemicals and chemical fertilizers proposed by
the Committee, the parliament also hopes that the mechanism will also cover organic
chemicals, plastics, hydrogen and ammonia, etc. After the implementation of the car-
bon border adjustment tax, China will become one of the countries most affected. The
World Bank’s research report shows that if the carbon border adjustment tax is fully
implemented, the tariffs faced by China’s export products will increase by 26%, and the
export volume will decline by 21%.
The implementation of the carbon border regulation tax has put forward a signif-
icant demand for carbon footprint assessment technology, and the carbon footprint
assessment methods of different countries are not completely consistent, and there is
a certain international mutual recognition problem. The concept of carbon footprint is
derived from environmental footprint. It was first quoted from an article in the Seattle
Times published in 2000, Carbon Measurement: Forests and the Global Warming War,
which was subsequently used for evaluation of various products.
Čuček and others systematically introduced various calculation tools for carbon
footprint assessment, but the calculation results of different calculation tools are quite
different; Tagliaferri and others conducted a carbon footprint assessment of electric
vehicles based on the life cycle approach, and compared it with internal combustion
engine vehicles. Although the carbon emissions of electric vehicles in the use phase are
only half of those of internal combustion engine vehicles, the carbon emissions in the
manufacturing phase of battery components are very large; Panzone and other studies
found that through carbon footprint assessment and carbon tax system, low-carbon
consumption of residents can be effectively guided; Wang Yajun and other researchers
analyzed the application of the whole life cycle carbon footprint assessment method in
the fields of textile, leather making and other light industries, and pointed out that the
wide development of carbon footprint assessment can effectively promote the whole
society to move to low-carbon life and promote the realization of energy-saving and
carbon-reduction targets in China; Pan Jinghu and others have systematically studied
the spatio-temporal pattern evolution and decoupling effect of China’s energy carbon
footprint by using DMSP-OLS nighttime light data and carbon emission statistics data.
The carbon footprint is increasing year by year, which brings pressure and challenges
to the realization of China’s low-carbon and green development goals. It is necessary
to improve energy use efficiency, speed up the adjustment of industrial structure and
