form of legislation, so as to provide legal basis for the carbon emission trading and the
operation of low-carbon economy, and truly realize the legal basis for carbon trading
and carbon verification; Secondly, the third-party assessment plays a leading role in the
carbon verification, and the third-party assessment directly affects the final quality and
efficiency. Therefore, it is necessary to optimize the third-party assessment criteria and
improve the assessment mechanism, so as to improve the overall level of the third-party
assessment subject as a whole; Thirdly, in the process of carbon emission verification,
the quality of the inspectors will also affect the verification results. Therefore, we must
pay attention to the construction and training of the verification team. On the one hand,
we must actively attract professional carbon emission verification personnel to partici-
pate in the industry, and constantly promote the rapid development of the industry. On
the other hand, we must do a good job of training within the industry to improve the
inspectors’ professional quality with professional verification training content. At the
same time, we should also pay attention to the cultivation of talents for carbon trading,
and combine low-carbon trading, carbon verification and other contents with higher ed-
ucation, so as to cultivate high-quality talents for the development of low-carbon econ-
omy in our country and promote the long-term development of low-carbon economy.
2.2 Carbon Footprint Assessment Technology
Since the middle of the 20th century, the global climate has been continuously
warming due to the continuous high emission of greenhouse gases such as CO2, which
seriously threatens the survival and development of human society. In this context, the
carbon-neutral strategy is an important driver to realize the social and ecological trans-
formation. Low-carbon economy has increasingly become the best model for the future
economic and social development of all countries in the world. The United States, the
European Union, Japan and other developed countries and regions have promised to
achieve net zero carbon emissions around 2050. In his speech at the 75th UN General
Assembly General Debate on September 22, 2020, China announced that “CO2 emis-
sions will peak by 2030 and carbon neutral by 2060”. At the same time, as an important
policy tool to coordinate with other countries in carbon emission reduction, carbon bor-
der regulation tax has become an important means for developed countries and regions
such as the EU to avoid “carbon leakage” and enhance the international competitive-
