quality of verification will be affected. Carbon verification will cost a certain amount of
manpower, material resources, equipment and other costs. For China’s carbon verifica-
tion, local finance is mainly used. With the development of low-carbon economy and
the increase of carbon-emitting enterprises, the total number of verification enterprises
increases, and the burden of local finance continues to increase. Of course, there are
also some enterprises that have to bear the corresponding carbon emission verification
fees. However, on the whole, the local financial burden is still large, but this payment
method can ensure the independence of the third party’s verification subject to the
greatest extent, and ensure the fairness, impartiality and science of the verification. In
reality, there are also some enterprises that conduct carbon verification on their own and
pay their own expenses. In this case, since the third-party verification organization is
mainly entrusted to the enterprises for verification and there is a transaction correlation
between the two parties, the behavior of the third-party organization will be affected by
the enterprises to a certain extent, and the impartiality and independence of the verifi-
cation will be affected. At present, the domestic carbon verification fee standard is not
clear, so which verification payment model to adopt is also the main influencing factor
of whether the future verification is fair and just.
4) Inadequate carbon verification mechanism
Carbon verification is related to the development of low-carbon economy. Only
by establishing a perfect carbon verification mechanism can we provide a solid guar-
antee for the operation of low-carbon economy and quickly achieve the development
goal of low-carbon economy in our country. At the present stage, although China’s
low-carbon economy has shown a rapid development trend, and domestic carbon trad-
ing institutions have also formulated certain supervision and management mechanisms,
the low-carbon industry has not formed a unified and effective model, nor has it estab-
lished a carbon verification industry association, and lacks industry self-discipline and
restraint. The domestic third-party carbon verification agencies have not yet formed a
complete industry system. The verification agencies are highly competitive in the mar-
ket. Even as the demand for carbon emission verification has increased significantly,
many carbon verification agencies are waiting for opportunities to enter. Due to the lack
of effective supervision and restraint, these agencies have not played their due role.
Therefore, it is particularly urgent to establish a unified third-party verification agency,
which plays an important role in improving the quality of carbon verification and can
also avoid regional regulatory loopholes and other issues.
