               island effect mitigation strategy is formed, substantially improving cities’ capacity to adapt
               to climate change.

                   II. Continuous Improvement Mechanism for Adaptation Measures

                   Against the backdrop of global climate change, the dynamism and complexity of cli-
               mate change are becoming increasingly prominent. Its impacts are extensive and continuous-
               ly evolving, affecting not only ecological environments but also exerting profound influences
               across socio-economic dimensions. Concurrently, climate-related scientific research contin-
               ues to deepen, with new knowledge and achievements emerging constantly. In this context,
               establishing a continuous improvement mechanism for adaptation measures has become a
               core task in addressing climate change challenges. This mechanism ensures adaptation strat-
               egies remain updated, consistently aligned with evolving practical needs, and effectively
               responds to various issues caused by climate change.
                   (1) Monitoring and Evaluation: Laying the Foundation for Improvement
                   The monitoring and evaluation component occupiesthe initial anda pivotal position.
               To achieve comprehensive and precise monitoring, it is necessary to establish an integrat-
               ed monitoring system. For natural environment monitoring, conduct long-term, continuous
               and systematic observations of climatic elements such as temperature, precipitation, and sea
               level height. Utilizing an extensive network of meteorological monitoring stations,collect
               high-accuracy temperature and precipitation data to analyze long-term trends and changes in
               frequency/intensity of extreme climate events. Through satellite remote sensing technology
               and ocean monitoring buoys, precisely measure sea level height changes, providing data
               support for assessing sea level rise risks in coastal areas. Regarding ecosystem monitoring,
               closely track structuraland functional changes in forest, wetland, and grassland ecosystems.
               Employ technologies like ecological monitoring plots and drone surveillance to monitor dy-
               namic changes in vegetation coverage, species diversity, and ecosystem productivity, thereby
               evaluating ecosystem responses to climate change.
                   For the implemented adaptation measures, it is equally necessary to establish a com-
               prehensive effectiveness monitoring system. In terms of socioeconomic impact monitoring,
               track the effects of adaptation measures on employment, industrial development, and resi-
               dents’ quality of life. For example, evaluate the effectiveness of new energy industry support
               policies in promoting employment growth and driving industrial structure optimization/
               upgrading; monitor the impacts of coastal protection projects on local fisheries, tourism in-
               dustries, etc., as well as their role in safeguarding residents’ property safety and livelihood
               stability. In environmental benefit monitoring, examine the improvement of environmental
               indicators such as air quality, water resource quality, and soil quality through adaptation
               measures. For instance, monitor the reduction levels of air pollutant concentrations after
