is a shared goal for the global community, requiring coordinated efforts across multiple
dimensions such as policy design, public participation, and international collaboration. In
policy design, ethical principles should serve as the fundamental guide to establish a com-
prehensive, systematic, and forward-looking policy framework. Policy objectives must not
only focus on short-term achievements in greenhouse gas emission reduction and climate
adaptation, but also prioritize the realization of long-term intergenerational equity and social
justice. When formulating carbon tax policies, fullconsiderationthe affordability of different
income groups, implementing appropriate tax reductions or subsidies for low-income popu-
lations through tax adjustment mechanisms to prevent carbon tax policies from exacerbating
their economic burdens and ensure policy equity. Simultaneously, enhance transparency in
the policy formulation process by extensively soliciting opinions from all sectors of society.
Leverage modern information technology to establish public participation platforms for poli-
cy development, enabling diverse interest groups to fully express demands, engage in policy
discussions and decision-making processes, thereby strengthening social recognition and im-
plementation effectiveness of policies. Public participation constitutes a crucial component
in building an ethical response system. Strengthen the integration of environmental educa-
tion within school curricula and social training systems by offering climate change-related
courses and organizing environmental science lectures to enhance public awareness and
scientific literacy regarding climate issues. Utilize diversified communication channels in-
cluding new media platforms and public service advertisements to emphasize the importance
and urgency of climate action, stimulate environmental consciousness and civic responsi-
bility, and encourage active public participation in energy conservation, afforestation, waste
sorting, and other eco-friendly initiatives to foster a positive atmosphere of collective soci-
etal engagement in addressing climate change. In international cooperation, nations should
adhere to fundamental principles of equity, justice, and collaboration to jointly advance the
improvement and development of global climate governance. Developed countries must
fulfill commitments to provide developing nations with sufficient financial assistance, ad-
vanced technology transfers, and comprehensive capacity-building support to enhance their
climate resilience. Developing countries should actively participate in international climate
cooperation by formulating appropriate emission reduction and adaptation targets based on
