not follow the road of “pollution first and then treatment”. For the high-carbon sector,
one of the keys to achieving the “double carbon” target is to promote the transition of
brown assets to green and low carbon. It requires green finance to shift from support-
ing “pure green” products to supporting green transition projects that are conducive to
low-carbon development. It extends the concept of green finance to include transition
finance that helps brown assets to make low-carbon transition, and increases flexibility.
China’s oil production and reserves are both small. China’s oil imports account for
more than 70% of the oil consumption and natural gas imports account for more than
50%. China’s coal storage accounts for only 12% of the world’s total coal reserves, and
the per capita coal storage is only 60% of the world’s per capita coal storage. Therefore,
China needs to import a large amount of oil and gas from countries in the Middle East,
which affects China’s energy security. As China’s economy and society enter the stage
of green and low-carbon development, the energy structure will undergo fundamental
changes. In addition to improving the existing energy structure, China should take the
green development path to reduce its dependence on imported energy and rely on the
power of the whole society to realize the low-carbon reform of the whole society.
Section 2 Carbon Asset Management System
2.1 Problems and Countermeasures in the Process of Carbon
Verification
The year 2022 is the first year of China’s “14th Five-Year Plan” and the year of
setting sail for the long-term plan of 2035. At the time of striving for the new century
goal, China has brought green and low-carbon into the strategic level of national eco-
nomic development. As an important process of low-carbon economic development,
carbon verification plays an increasingly significant role in carbon emissions trading
and carbon emissions issues. Carbon verification is an important greenhouse gas de-
tection method, which can achieve accurate measurement of carbon dioxide emissions
from market players and meet the development needs of market carbon trading. In the
carbon trading market, carbon verification plays an important role. In order to better
ensure the realization of carbon trading, various countries have formulated a series of
system guidelines for carbon verification. At present, there are still some deficiencies
in China’s carbon verification. Only by properly exploring and effectively solving the
