2.1.1 the current development of carbon verification
1) Carbon verification
Carbon verification is a kind of detection of greenhouse gases. Through effective
monitoring of the emissions of greenhouse gas emitters, accurate emission data can be
obtained to meet the needs of carbon emission supervision and management as well
as carbon trading. Measurement, reporting and verification are the main management
mechanism of carbon verification, also known as MRV management mechanism.
Among them, Measuringment, which is called measurement in English, is mainly used
to measure greenhouse gas emissions, so as to ensure the accuracy of measurement,
meet the accounting requirements and ensure the stable operation of the carbon trading
market; The English version of the report is called Reporting, or R for short. The green-
house gas report is based on scientific data. The report should be done regularly for the
greenhouse gas emitters that meet the requirements. The English version of the verifica-
tion is called Verificatino, or V for short. The subject of the verification is a third-party
verification mechanism, which is mainly used to verify reports and emission data in or-
der to meet regulatory requirements, improve the accuracy of greenhouse gas emission
monitoring and ensure the scientific rationality of the reports. In the process of carbon
verification, it is necessary to clarify the main contents of carbon verification, such as
carbon verification methods, cycles, equipment, etc. At the same time, for the emission
report, it is necessary to clarify the situation of the emission subject, determine emis-
sion factors, etc. The third party institution is an independent verification institution.
Generally, the verification contents are mainly information and data, involving both
quantitative and qualitative parts.
2) Status of carbon verification
Carbon verification is closely related to carbon trading and the development of
low-carbon economy. Low-carbon economy is the first economic development model
proposed by capitalist countries. Therefore, a sound carbon verification mechanism has
been formed in developed countries. At the beginning of the 21st century, the EU has
established a carbon trading system and formulated a carbon emission plan for its mem-
ber countries. With the continuous development of low-carbon economy and the rapid
development of EU’s carbon emissions trading, the EU has made regulations on emis-
