               However, some enterprises that do not have carbon verification under the market de-
               mand will engage in such work, which will lead to deviations in the verification guide-
               lines. Such deviations are prone to errors and will ultimately affect the accuracy of the
               verification results. In addition, there are certain differences in the standards followed
               by the verification agencies during the verification, and the verification results are also
               affected by the quality of the inspectors. All these factors will affect the accuracy of the
               final verification results.
                  2) Lack of uniform standards for carbon verification
                  Carbon verification is related to carbon trading and the operation of low-carbon
               economy. Although there are corresponding carbon verification contents at present, the
               verification standards are not uniform. Different subjects follow different standards in
               the verification, which affects the operation and development of low-carbon market to
               a certain extent. Different industries have different verification processes, contents and
               indicators, and the current division of industries lacks uniform norms in the verification
               guidelines. In reality, some enterprises have low carbon verification difficulty coeffi-
               cient, which makes it easy to achieve the verification target, while some enterprises
               have high verification difficulty and have nonstandard regulations, which cannot meet
               the requirements of the carbon emission guidelines. In the process of carbon verifi-
               cation, there will be differences in the understanding of corporate carbon verification
               guidelines among different subjects, and there will be deviations in understanding
               different operations. Some subjects have a broad understanding of the operation guide
               and some subjects have a narrow understanding of the operation guide, which results
               in some differences in the calculation of emissions in actual operation. Even for the
               same verified object, the calculation results of different verification subjects will also
               have differences. Although it will not have great impact on the micro level, the final
               consequence of such accounting error is quite serious in terms of the scale of the devel-
               opment of low-carbon economy. China has already established the development target
               of low-carbon economy, which is expected to reach peak carbon dioxide emissions by
               2030 and carbon neutral by 2060. The error in the existing carbon verification will in-
               evitably affect the low-carbon development target and the quality of low-carbon trans-
               actions. In addition, it will also affect the fairness and rationality of carbon trading and
               cause dissatisfaction among carbon emitters.
                  3) The funding for carbon verification is unclear
                  In the process of carbon verification, it is necessary to ensure the independence of
