verification process is composed of emission permits and emission reports. As a market
entity, companies need to do a good job in annual review reports, while third-party
verification companies need to do a good job in carbon emission verification. Domestic
carbon verification is gradually formed with the development of low-carbon economy
in our country, and it came into being later. At present, China’s carbon trading methods
mainly focus on the third party carbon verification market players. MRV management
mode is mainly used in the carbon trading, and corresponding carbon accounting stan-
dards are established in various industries through pilot mode. Meanwhile, a regional
carbon emission reporting mode is formulated, a review mechanism is established, and
the standardized operation of carbon verification is promoted. Service-oriented organi-
zations are the main third-party verification organizations, with greenhouse gas emis-
sion subject as the main verification object. In the preparation stage of verification, the
main content is to sign the contract, the compilation of reports and review of documents
are mainly concentrated in the implementation stage, and the archiving and verification
records are mainly concentrated in the final stage. These are also the main methods and
paths for China’s carbon verification.
2.1.2 the main problems in the process of carbon verification

1) There are deviations in the carbon verification guidelines
With the transformation and development of China’s economy, low-carbon econo-
my has become an important model of China’s economic development in the new era.
At the same time, at the beginning of the “14th Five-Year Plan”, China has stepped
up its economic transformation and upgrading. In the new historical stage, China’s
low-carbon economy is showing a rapid development trend, and the demand for carbon
verification is increasing rapidly. At this stage, about 10,000 enterprises in our coun-
try have been included in the carbon trading, but the number of third-party inspection
agencies is limited, less than 500. In addition, the number of carbon trading enterprises
is increasing rapidly. The existing inspection agencies are unable to meet the actual de-
velopment needs. Some inspection agencies reduce the carbon verification management
process for their own interests, affecting the final quality. In the process of carbon veri-
fication, there is a situation that if market players are engaged in carbon verification and
other aspects of work, then those market players will not be engaged in consultation
and verification of low-carbon emissions in the government bidding process, so as to
avoid fraud. With the rapid development of low-carbon economy, it will be difficult for
