               Sequestration in Developing Countries under Double Carbon Targets



             “Double Carbon” task is progressing in an orderly way.
                 In the “Opinions on Complete, Accurate and Comprehensive Implementation of
             New Development Ideas to Do a Good Job of Carbon Neutralization in peak carbon
             dioxide emissions” issued by the general office of the State Council, it is explicitly pro-
             posed that: vigorously develop the green ecological low-carbon field, strengthen theo-
             retical research and layout of cutting-edge technologies, further improve the standard
             accounting system, gradually form a systematic and effective low-carbon accounting
             system, establish greenhouse gas control standards in important fields and industries,
             improve the system of low-carbon production standards, and actively participate in the
             formulation of relevant standards. So as to realize independent control of carbon com-
             puting technology, enhance the function of carbon emission data detection, grasp the
             initiative of establishing internationally recognized carbon measurement monitoring
             and accounting reporting standards, and break the long-term monopoly situation of Eu-
             ropean and American countries.
                 2) Main problems faced
                 First, the carbon emission measurement system is not yet sound. With scientific
             and technological innovation and industrial upgrading, carbon emission parameters are
             constantly updated, and the accuracy of carbon emission measurement results in energy
             consumption and production process needs to be improved as soon as possible. The
             accuracy and timeliness of the existing carbon emission inventories are greatly inad-
             equate, and there is an obvious overestimation of China’s carbon emission data in the
             world, which is very unfavorable for China to fulfill its international emission reduction
             obligations.
                 Second, China’s enterprises have insufficient capacity to measure carbon emissions
             from production processes. Due to the uneven scale and quality of domestic enterprises,
             the senior management of small and medium-sized enterprises often pay insufficient at-
             tention to the measurement of carbon emissions due to the limitation of personal ability
             and insight, and there is a large gap in the enterprise’s own ability to measure carbon
             emissions, resulting in inaccurate measurement results. Therefore, this phenomenon
             causes China enterprises to face high carbon tariff costs in international trade and en-
             counter bottlenecks in improving market competitiveness.
                 Third, the country is deficient in establishing technical rules for carbon measure-
             ment. If there are no rules, there will be no Fiona Fang. As a relatively new technology
             field, carbon measurement can provide a cleaner development environment only with
             good market rules. In 2022, the state has included the formulation of relevant standards
