dicators, which is the basis for effective carbon asset management of enterprises. In
October 2022, the State Administration of Market Supervision and other nine important
departments jointly issued the Implementation Plan for Establishing and Perfecting the
Carbon Neutralization Standard Measurement System in peak carbon dioxide emis-
sions, which specifies the overall deployment of China’s “Double Carbon” standard
measurement system, and puts forward in the plan: by 2025, the “Double Carbon” stan-
dard measurement system will be basically established; By 2030, the “double carbon”
standard measurement system will be more sound; By 2060, the international carbon
neutral standard measurement system will be fully established with more advanced
technology, more outstanding management efficiency and more efficient service capa-
bilities, serving the overall green transformation of economic and social development,
and effectively supporting the achievement of the carbon neutral target.
1) Actively promote the top-level system planning
First, actively promote the formulation of relevant laws and regulations at the na-
tional level and enhance the binding force of the international carbon measurement
recognition system. Second, actively promote the construction of a unified national
standard and overcome the problem of regional division caused by various measures
during the trial operation of the policy. Third, actively cooperate with the establishment
of relevant measurement standards and the formulation of procedures and specifica-
tions, standardize the ways and means of implementing the low-carbon measurement
verification system in the industry, and ensure the implementation to the personnel who
really participate in the operation by formulating detailed rules and other means, so as
to improve the accuracy and reliability of carbon data.
2) Strengthening institutional capacity-building
First, give full play to the overall coordination role of the work leading team of the
CPC Central Committee. Competent departments should make overall deployment and
systematic promotion. Industry departments should formulate appropriate standards and
norms. Relevant departments in all regions should ensure that policies, measures and
results are in place. Regulatory departments should step up supervision over all institu-
tions. Second, strengthen the awareness of carbon emission regulations of enterprises,
develop more accurate whole-process monitoring technology, speed up the construction
process of openness and transparency of carbon emission information, and increase the
penalties for illegal acts by enterprises. Third, strengthen the supervision of third-party
organizations, establish a unified national organization access assessment system and
dynamic monitoring system, and improve the technical ability level and professional
