and procedures and specifications in the plan. The objectives are: to build or modify
not less than 200 measurement standards and standards, prepare and revise not less
than 200 measurement technical specifications, build a batch of carbon measurement
centers, develop not less than 200 standard substances/samples, complete not less than
1,000 national standards and industry standards (including foreign language versions),
and substantially participate in the revision of not less than 30 relevant international
standard systems by 2025. But it will take time to achieve this goal. At present, the ab-
sence of carbon measurement rules is affecting the international recognition of carbon
emissions, which has a certain degree of negative impact on China’s negotiating com-
petitiveness and voice in the international carbon market.
4.1.2 the significance of carbon measurement to the realization of the “double
carbon” target
1) Carbon measurement is an important basis for carbon trading
Data management will be a key element in the implementation of carbon trading.
The subject matter of the carbon transaction is the ownership of the carbon emission
capacity space (i.e. carbon emission right). As it is a virtual product, it cannot be well
understood by the owners. Therefore, the data record can produce a more intuitive im-
pression. The establishment of a carbon trading system means the complete establish-
ment of a carbon measurement system. Its operation includes a complete set of process-
es, including the matching of technical standards and specifications, the calculation of
basic emission quantities, and the design of trading management methods and manage-
ment platforms. The use of measurement techniques to accurately quantify and account
for the total amount of biofuels, so as to account for the actual carbon emissions or di-
rectly measure the actual carbon emissions, is an important cornerstone and guarantee
for enterprises to form a carbon trading system. The more standardized the energy con-
sumption measuring instruments are, the more advanced the measuring techniques are,
and the more comprehensive the energy consumption data collection is, the more solid
the foundation of the carbon trading system will be. Therefore, laying a good founda-
tion for carbon measurement and establishing a perfect measurement system are not
only the main conditions for correctly calculating the total amount of carbon dioxide
emission reduction and carbon exchange, but also the important premise for enterprises
to report and approve the greenhouse gas emissions.
