ment comes from “data” and “data” comes from “measurement”. If the measurement
process cannot be standardized or even lacks, the data source will be problematic and
the “double carbon” target will become a castle in the air. Only scientific and accurate
measurement technology can indicate a reasonable development direction for the re-
alization of the goal. Whether the technology of carbon measurement is good or bad,
the accuracy is high or low, the difficulty of technology access is large, the operation
is simple, and the method is reasonable will directly affect the prospect of the entire
industry. Therefore, its effective development is the necessary condition for the realiza-
tion of the “double carbon” goal.
3) Low-carbon measurement is an important basis for enterprises to implement the
concept of green development and achieve high-quality development
Carbon measurement provides scientific and accurate measurement results for the
enterprise’s evaluation of production energy indicators and the effectiveness of ener-
gy-saving technologies. At the same time of evaluation, it guides the industry to carry
out conservation activities, promotes the popularization of energy-saving products,
and promotes the low-carbon development of the industry and regions. Enterprises can
reduce energy consumption and improve energy use efficiency by reasonably allocat-
ing energy consumption measuring instruments, strengthening resource management,
or implementing energy-saving transformation, using energy-saving design and other
methods to save energy and reduce consumption, so as to achieve the purposes of re-
ducing cost, green development and improving market competitiveness. In addition, the
final results, whether the measures are implemented or not, and whether the expected
energy-saving targets are achieved still need to be verified by means of carbon mea-
surement.
4.1.3 Suggestions on the Construction of “Double Carbon” Standard Measure-
ment System
The “double carbon” standard measurement system (hereinafter referred to as the
measurement system) is an important link in the construction of the carbon market en-
vironment, and is an important basis for enterprises to understand the internal carbon
emission level and evaluate the related management capabilities. A good measurement
system can provide data support for the competent department of carbon trading to
formulate relevant policies and regulations, improve the accuracy of greenhouse gas
emission data, and provide a basis for the rational allocation of resources and task in-
