             quality of relevant employees, so as to comprehensively improve the effectiveness and
             reliability of the conclusions of third-party organizations on carbon emissions issued
             by enterprises, reduce the government’s supervision cost on energy conservation and
             emission reduction of enterprises, and improve the work efficiency in the field of car-
             bon emission supervision.
                 3) Give priority to the construction of key areas and actively promote key work
                 First, accelerate the construction of measurement systems in key national industries
             such as iron and steel, petrochemical industry in China, and lay a good foundation for
             further implementation of China’s “double carbon” process, carbon taxes, carbon trad-
             ing and other work. Second, actively promote the construction of a unified national car-
             bon emission information platform and regularly release carbon emission information,
             making supervision by all social parties more feasible; Actively promote the use of
             emerging technologies such as regional chains, artificial intelligence and big data anal-
             ysis, reduce labor and maintenance costs, and improve the efficiency of digital manage-
             ment of the system.
                 4) Strengthening international collaboration
                 First, actively learn from each other with international organizations, carry out
             more academic and technological research exchanges, and collaborate to complete
             research on major and difficult issues of international industry standards and propose
             solutions. Second, promote international exchange and recognition of relevant stan-
             dards, lay a good foundation for negotiations on carbon tariffs and make preparations.
             Third, seize the opportunity to enhance China’s competitiveness and voice in interna-
             tional standard-setting and increase its influence in the global industry.
                 Low-carbon economic policy is the most powerful guarantee to promote economic
             and social growth and natural environment improvement in China. Government de-
             partments, enterprises and scientific researchers in various countries are continuously
             paying attention to the research work on the quantitative aspect of carbon emissions.
             China has also shown firm determination in strengthening the measurement supervision
             and improving the measurement technology of carbon emissions. More efficient use of
             modern technology for accurate and reliable measurement of greenhouse gas emissions
             can more quickly identify the major pollution sources and high energy consumption
             points of enterprises, so that enterprises can carry out energy conservation and emission
             reduction work in a more targeted and step-by-step manner, so as to achieve the “double
             carbon” target on schedule, and ultimately realize the construction and development of
             a real low-carbon economy.
