V. Discussion on Strategies to Address the Long-term Cumulative Effects
and Irreversibility of Climate Change
The long-term cumulative effects and irreversibility of climate change are threatening
Earth’s ecosystems, socio-economic development, and future prospects at an unprecedented
scale. To effectively address this global challenge, it is imperative to construct a comprehen-
sive strategic framework encompassing precautionary principles, ecological conservation,
and engineering interventions from multiple dimensions.
The precautionary principle holds fundamental importance in addressing the long-term
cumulative effects and irreversibility of climate change. The primary task involves dras-
tically reducing greenhouse gas emissions. Nations should actively formulate and strictly
implement carbon emission targets, promoting energy structure transformation through a
combination of policy guidance and market mechanisms. This includes vigorously develop-
ing renewable energy sources such as solar, wind, hydro, and bioenergy to gradually reduce
dependence on fossil fuels. For instance, in regions abundant with solar resources, govern-
ments could implement subsidy policies to incentivizeEncourage residents and enterprises
to install solar power generation equipment to achieve distributed energy supply. Simulta-
neously, strengthen supervision of traditional energy industries, improve energy utilization
efficiency, and promote energy-saving technologies and equipment. In industrial production,
adopt advanced manufacturing processes and equipment to reduce energy consumption per
unit product; in the construction sector, implement green building standards, enhance thermal
insulation performance of buildings, and reduce heating and cooling energy consumption.
These measures will slow the pace of climate change at its source and mitigate risks associ-
ated with long-term cumulative effects and irreversible consequences.
Ecological conservation strategies constitute a critical component in addressing climate
change impacts. For terrestrial ecosystems, forests—known as the “lungs of the Earth”—
possess formidablecarbon sequestration capacityIncreasing afforestation efforts, expand-
ing forest area, and improving forest quality can effectively absorb carbon dioxide from

overfishing and marine engineering activities, maintain marine ecological balance, and en-
sure marine ecosystems continue to play a crucial role in regulating global climate.
