Global Climate Change and Its Impacts
Firstly, the high costs of technology transfer present multiple barriers for developing
countries in accessing funding and technology. For instance, clean energy technologies and-
carbon captureand storage (CCS) technologies require substantial R&D and implementation
costs, which developing countries struggle to bear independently.
Secondly, the efficiency of technology transfer remains relatively low, and developing
countries still face numerous challenges in technology application and capacity building. For
example, developing countries lack necessary training and educational resources in technol-
ogy application and capacity building, making it difficult to effectively implement advanced
technologies.
Finally, the mechanisms for technology transfer are imperfect, and the international
community 仍需进 1 步完善 cooperation mechanisms in technology transfer and capacity
building. For instance, commitments from developed countries regarding technology transfer
and capacity building have not yet been fully fulfilled, and the international community’s
collaborative mechanisms in these areas still require further refinement.
(IV) Promoting International Cooperation in Technology Transfer and Capacity
Building
To address the challenges of technology transfer and capacity building, the international
community needs to deepen cooperation in the following aspects to advance the further de-
velopment of technology transfer and capacity building:
【1】 Strengthen Financial Support
The international community needs to strengthen financial support to provide neces-
sary funding guarantees for technology transfer and capacity building. Developed countries
should fulfill their financial commitments and provide financial assistance to developing
countries through multilateral and bilateral channels to help them achieve technology trans-
fer and capacity building. For example, the European Union has provided clean energy
technology support to developing countries in Africa and Asia through the “Horizon 2020”
program to help them achieve low-carbon transition.
2. Improve Technology Transfer Mechanisms
The international community needs to improve technology transfer mechanisms to en-
hance the efficiency and effectiveness of technology transfer. Developed countries should
provide clean energy technologies and low-carbon technologies to developing countries
through multilateral and bilateral channels to assist them in achieving low-carbon transition.
For instance, the United States promotes international cooperation on clean technologies
through the Climate Technology Initiative (CTI). Additionally, international technology co-
operation platforms (such as the International Renewable Energy Agency, IRENA) should
receive more attention to provide opportunities for technological exchange and collaboration
among nations.
3. Strengthen Capacity Building
The international community needs to strengthen capacity building and enhance the
