                 ernance. Under the “Common But Differentiated Responsibilities” principle of the United
                 Nations Framework Convention on Climate Change (UNFCCC), developed countries have
                 the obligation to provide financial and technological support to developing countries to help
                 them meet emission reduction targets. Through technology transfer, developed countries can
                 fulfill their international commitments and promote fairness and inclusivity in global climate
                 governance. For example, the European Union has provided clean energy technology support
                 to developing countries in Africa and Asia through its “Horizon 2020” program to assist their
                 low-carbon transitions.
                     (II) The Importance of Capacity Building
                     Capacity building refers to enhancing the technical and managerial capabilities of de-
                 veloping countries in addressing climate change through training, education, and infrastruc-
                 ture development. The importance of capacity building is reflected in the following aspects:
                     【1】 Improving the efficiency of technology application
                     Technology transfer involves not only introducing advanced technologies to develop-
                 ing countries but also improving the efficiency of technology application through capacity
                 building. For example, developing countries need to enhance the technical capabilities of
                 engineers and managers through training and education to ensure effective application of
                 advanced technologies. Additionally, developing countries must strengthen infrastructure de-
                 velopment to provide necessary support for technology implementation. For instance, India
                 has improved grid integration efficiency for solar and wind power generation by constructing
                 power transmission networks and smart grids, facilitating widespread adoption of clean en-
                 ergy.
                     2. Enhancing Independent Innovation Capability
                     Capacity building not only helps developing countries effectively apply advanced tech-
                 nologies but also strengthens their independent innovation capabilities. Through training and
                 education, developing countries can cultivate high-quality technical talents to drive local
                 technology research and innovation. For example, China has established National Key Lab-
                 oratories and Technology Innovation Centers to nurture high-level scientific research talents,
                 promoting the development and application of indigenous clean energy technologies.
                     3. Promoting Sustainable Development
                     Capacity building is a crucial means to achieve sustainable development. Through
                 capacity building, developing countries can enhance their comprehensive capabilities in
                 addressing climate change, environmental protection, and economic development, promot-
                 ing coordinated progress in economy, society, and environment. For example, Brazil has
                 improved its technical capabilities in forest conservation and ecological restoration through
                 capacity building, facilitating sustainable management of the Amazon rainforest.
                     (3) Challenges of Technology Transfer and Capacity Building
                     Although technology transfer and capacity building play significant roles in addressing
                 climate change, their implementation still faces numerous challenges.
