systems with high proportions, energy storage and flexibility have become crucial factors
for ensuring stable power supply. The Netherlands is actively exploring variouseffective
response strategies, including developing and applying new energy storage technologies
such as large-scalelithiumlithium-ion battery energy storage systems, compressed air energy
storage technology, and pumped hydro storage technology, to achieve peak shaving and
valley filling in power supply, enhancing the stability and reliability of the power system;
meanwhile, through optimizing power dispatch and demand-side managementand other
measures, improve energy utilization efficiency and reduce energy waste.
(2) Industrial Emission Reduction Sector
Germany is actively exploring and vigorously applying carbon capture and storage
(CCS) technology in industrial emissionreduction efforts,providing solutions for deep
emission reductionin the industrial sectora new solution. In February 2024, the European
Commission unveiled the “Industrial Carbon Management Strategy” to promotecarbon
managementtechnologies’ widespread application in industrial sectors, aiming to reduce
carbon emissions during industrial production. Germany followed closely, promptly releasing
its national “Carbon Management Strategy”. The strategy explicitly proposes vigorous
promotion of CCS technology, accelerating the establishment of domestic carbon dioxide
transportation systems, actively developing subsea carbon storage facilities, andexploring
carbon captureApply the technology to natural gas power generation, and even explore
feasibility plans for cross-border transportation of carbon dioxide with offshore storage.
Additionally, Germany is promoting legislative efforts across federal states regarding
permanent carbon dioxide storage, aiming to establish a robust legal framework for large-
scale implementation of CCS technology.
Heidelberg Materials, a German cement company, has actively responded to national
policies by initiating CCS project planning. The project aims to capture 700,000 tons of CO 2
annually by 2029, receiving substantial support from the European Commission’s Innovation
Fund, which demonstrates international recognition and anticipation for this technological
application. Many industry experts believe CCS technology could become crucial for Ger-
many to achieve its climate targets. Although Germany’s greenhouse gas emissions have de-
clined in recent years, deeper analysis reveals this reduction largely stems from diminished
industrial and economic activities rather than genuine clean transformation of production
methods. Therefore, promoting CCS technology enables profound emission reductions in
industrial sectors without compromising production scale or economic development, holding
significant importance for advancing sustainable industrial development in Germany and
globally.
(3) Transportation Electrification Sector
The European Union has implemented a series of proactive and effective measures to
promote transportation electrification, which have begun to show results in the public trans-
port sector. Data from the Brussels-based environmental organization “Transport & Environ-
ment” indicates that,European zero-carbon emissionpublic transport development has shown
