               hindering independent innovation and sustainable technological development. Furthermore,
               some transferred technologies fail to adequately consider the actual conditions of devel-
               oping countries, such as local resource availability, technological foundations, and market
               demands. For instance, a renewable energy technology introduced by a developing country
               encountered significant challenges in practical application due to its high requirements for
               raw materials, which were scarce in the local area, ultimately failing to deliver its intended
               effectiveness.
                   To effectively enhance the efficacy and relevance of technical support, the international
               community should take proactive steps to establish robust technology transfer mechanisms.
               First, clear rules and procedures for technology transfer must be defined, with unified stan-
               dards and specifications formulated to reduce uncertainties and complexities during the
               transfer process. Through international conventions or agreements, the rights and obligations
               of both parties in technology transfer should be clarified to ensure fairness and legality. Sec-
               ond, the costs of technology transfer should be reduced to encourage developed countries to
               actively share technologies. This could involve creating dedicated technology transfer funds
               to subsidize transferring parties, offering tax incentives, or providing other policy support to
               lower economic barriers. During technology transfers, emphasis must be placed on technical
               training and localization. Technical experts from developed countries should engage deeply
               with developing nations, offering comprehensive and systematic training to local technicians
               and enterprise staff to ensure mastery and effective application of transferred technologies.
               Simultaneously, imported technologies must be adapted and optimized based on the actual
               conditions of developing countries, includingThe introduced technologies should undergo
               localized adaptation to better align with local resource conditions, technological foundations,
               and market demands, thereby enhancing their application effectiveness and truly unleashing
               technology’s crucial role in addressing climate change.
                   (3) International Capacity-Building Support Mechanisms
                   International capacity-building support plays an indispensable role in enhancing devel-
               oping countries’ management, decision-making, and implementation capabilities for climate
               change response. Through diversified training programs and high-level academic exchange
               activities, it has cultivated numerous professionals for developing countries, providing solid
               talent support for their climate change initiatives.
                   In the formulation of climate policies, international capacity building support helps
               policymakers in developing countries learn advanced policy concepts and methods. By or-
               ganizing policymakers to participate in international training courses, seminars, and other
               activities, and inviting internationally renowned climate policy experts to provide instruction
               and guidance, they gain in-depth understanding of the latest global climate policy trends
               and successful practices. In one developing country, the national climate policy department
               dispatched multiple staff members to participate in a series of international climate policy
