implementing energy subsidy policies, and other areas. By integrating these insights with
their national conditions and development needs, they optimized and improved the country’s
climate policies. After implementation, the new climate policies effectively promoted energy
conservation and emission reduction efforts, enhancing the nation’s capacity and effective-
ness in addressing climate change.
In the field of project management, international capacity-building support aims to cul-
tivate professional project management personnel and enhance the planning, implementation,
and oversight capabilities of developing countries in climate change projects. By organizing
project management training courses and inviting experts with extensive project manage-
ment experience to conduct case studies and practical guidance, it helps project management
personnel in developing countries master advanced project management concepts and meth-
ods. In a renewable energy project in an African country, after receiving international train-
ing, the local project management team applied their acquired knowledge to scientifically
plan and rationally arrange the project. During implementation, strict progress control and
quality supervision were maintained according to the project plan, and issues were promptly
resolved. Ultimately, the project was successfully completed and operationalized, providing
clean electricity to the region while promoting economic development and environmental
protection.
International capacity-building support also facilitates participation in international
academic exchanges for relevant personnel from developing countries, offering thema plat-
form to understand the latest research achievements and practical experiences in the field of
global climate change. At international academic conferences and seminars, researchers and
practitioners from developing countries can engage in in-depth exchanges and discussions
with experts and scholars from around the world, broadening their horizons and enhancing
their professional expertise in the field of climate change. At an international academic con-
ference on climate change, a research team from a developing country collaborated with ex-
perts from internationally renowned research institutions, obtaining the latest climate change
research data and methodologies. After returning to their home country, the research team
applied this new knowledge to their national climate change research, achieving a series of
important research outcomes that provided a scientific basis for the government to formulate
climate change response policies.
However, current international capacity-building support faces several operational chal-
lenges. The disconnect between training content and actual needs stands out as a prominent
issue, with some programs failing to adequately research developing countries’ real-world
conditions during design phases, resulting in overly theoretical content that mismatches local
practical work requirements. In a climate change adaptation strategy training attended by a
developing country, the curriculum primarily focused on theoretical models and case stud-
