                 low-carbon development pathways suited to their national circumstances. While achieving
                 sustained economic growth and poverty reduction, they should steadily advance low-carbon
                 transitions, contributing positively to global climate change mitigation efforts.

                     III. The Role of International Support Mechanisms for Developing
                 Countries

                     (1) International Financial Support Mechanisms
                     International financial support provides a solid economic foundation for developing
                 countries to implement climate action. Under the global climate governance framework
                 established by the United Nations Framework Convention on Climate Change and the Paris
                 Agreement, the international community has established multiple financial mechanisms to
                 assist developing countries. Among these, the Green Climate Fund (GCF) stands out as one
                 of the most significant representatives. Its core objective is to pool global financial resources,
                 providing substantial funding to developing countries to support the implementation of
                 variousemission reduction projectsand climate change adaptation initiatives.
                     International financial support has proven highly effective in assisting developing
                 countries to construct renewable energy projects. In numerous developing nations endowed
                 with abundant solar resources but relatively lagging economic development, the timely in-
                 fusion of international funds has acted like “timely rain”, transforming the vision of large-
                 scale solar photovoltaic power station construction into reality. Taking an African country
                 as an example, with international funding support, the nation has planned and built a series
                 of large solar photovoltaic power stations in its vast desert regions. These stations not only
                 fully utilize the region’s abundant solar resources, continuously supplying clean electricity
                 to the national grid, but also significantly improve the energy supply structure, substantially
                 reduce reliance on traditional fossil fuels, and consequently dramatically lower carbon emis-
                 sions. Simultaneously, the construction of these solar photovoltaic power stations has driven
                 the vigorous development of related industries, from photovoltaic equipmentmanufacturing,
                 installation and maintenance to technological research and development, creating numerous
                 employment opportunities locally and fostering regional economic prosperity.
                     In the field of climate change adaptation, international funding also plays a crucial role.
                 In low-lying developing countries prone to flooding disasters, substantial international funds
                 have been invested in flood control infrastructure construction. Through measures such as
                 building robust flood control embankments, enhancing river channel discharge capacity, and
                 improving urban drainage systems, these efforts have significantly strengthened regional
                 flood resilience. In a South Asian country, with support from international funding, flood
                 control embankments along multiple rivers have been reinforced and heightened, while
                 urban drainage networks underwent comprehensive upgrades. During monsoon seasons,
                 these flood control facilities effectively mitigated urban flood impacts, safeguarded lives
