ing opportunities due to transportation difficulties and funding shortages, leading to slow
progress in enhancing climate change response capabilities in these regions.
To effectively enhance the efficacy and relevance of capacity-building support, com-
prehensive research on actual needs should be conducted in various regions of developing
countries prior to implementing training programs. Through methods such as questionnaires,
on-site interviews, and symposiums, identify the practical challenges and technical require-
ments faced by different regions and sectors in addressing climate change. Based on research
findings, develop personalized training programs that ensure content directly addresses
developing countries’ real needs with practical applicability and operability. For training
delivery, adopt a hybrid online-offline model that leverages internet technology to overcome
geographical barriers and expand training coverage. For individuals unable to attend in-per-
son sessions, provide training through online courses and remote video lectures. Simultane-
ously, strengthen post-training tracking and feedback mechanisms to promptly understand
participants’ applicationon the application status and encountered issues. Based on feedback,
training content should be adjusted and refined to ensure effectiveness translates into tangi-
ble capabilities for developing countries to address climate change, thereby making greater
contributions to global climate action.
International funding, technological support, and capacity-building mechanisms hold
immeasurable significance for developing countries in combating climate change. By ac-
knowledging and resolving existing issues while continuously improving the relevance and
effectiveness of support, these mechanisms can better assist developing nations in achieving
low-carbon development and climate adaptation goals, driving more substantial progress in
global climate governance.

countries, despite being constrained by resource challenges such as capital shortages and
technological weaknesses, have successfully forged effective response pathways in multiple

tion. These efforts have achieved remarkable phased accomplishments, contributing invalu-
able experience and wisdom to global climate governance.
In the foundational agricultural sector, parts of Africa face severe challenges including
