               department strengthens the protection and restoration of agricultural ecosystems through
               measures like constructing ecological corridors and protecting wetlands, enhancing the sta-
               bility andcarbon sinkcapacity of agricultural ecosystems. Collaboration between the two
               sectors ensures the sustainability of agricultural production while strengthening ecosystems’
               adaptability to climate change.
                   To achieve cross-departmental collaboration, it is necessary to establish a unified coor-
               dinating agency responsible for developing cross-sectoral climate governance plans and ac-
               tion programs, and coordinating work progress and resource allocation among departments.
               An information-sharing platform should be established to break down interdepartmental in-
               formation barriers, enabling all departments to stay informed about each other’s progress and
               needs in addressing climate change, thereby fostering collaborative efforts. Through these
               measures, resources across departments can be integrated to form synergies, improving the
               efficiency and effectiveness of long-term climate governance.

                   III. Balancing Economic, Social, and Environmental Objectives in Long-
               Term Climate Strategies

                   In long-term climate strategies, balancing multiple objectives such as economic devel-
               opment, social welfare, and environmental protection constitutes the core pathway to achiev-
               ing sustainable development. Climate change issues are deeply intertwined with economic
               and social progress; solely pursuing one objective while neglecting others will impede long-
               term stable development.
                   From an economic perspective, implementing long-term climate strategies does not
               necessarily hinder economic growth but can instead create new drivers of economic develop-
               ment. In the energy sector, vigorously developing renewable energy industries attracts sub-
               stantial investments and generates employment opportunities. The solar photovoltaicindus-
               tryhas formed a complete industrial chain – spanning upstream silicon material production,
               midstream PV cell manufacturing, and downstream power plant construction and operation
               and maintenance – stimulating the prosperity of related industries. In the industrial sector,
               promoting energy conservation and emission reduction technological upgrades for enterpris-
               es requires capital investment in the short term. However, over the long run, it reduces pro-
               duction costs, enhances corporate competitiveness, and fosters industrial upgrading.
                   Social welfare is closely intertwined with long-term climate strategies. Climate actions
               such as improving air quality and enhancing water resource management efficiency directly
               elevate residents’ quality of life. In urban areas, increasing green spaces and constructing
               parks and greenbelts not only mitigate urban heat island effects but also provide recreation-
               al venues for residents, promoting residents’ physical and mental health. Promoting green
               buildings with enhanced energy efficiency, sound insulation, and other performance metrics
               improves residential environments. Throughout climate change adaptation processes, special
               attention must be paid to protecting the rights of vulnerable groups, ensuring social equity,
