浅谈水电工程征地移民档案建设与管理

摘要：水电工程征地移民工作是水电工程建设的重要组成部分，其涉及面广、政策性强、时间跨
度长，具有重要性、复杂性、艰巨性、长期性、社会性等特点，是一项涉及自然、政治、经济、文化、

工程技术等多学科的系统工程。做好征地移民工作，是确保水电工程建设顺利推进的前提，是库区和
移民安置区社会长治久安的基础，有利于经济的发展和社会的进步。反之，可能阻碍水电工程建设推

进，带来移民次生贫困和边缘化风险，严重时可能会引发社会不稳定，影响社会和谐发展。征地移民
档案的建设与管理，作为征地移民工作的基础性工作和重要组成部分，是做好征地移民工作的必要条

件。通过结合多年的工作实际，从项目建设业主的角度出发，浅谈大中型水电征地移民档案的建设与
管理，供同行交流和参考，以期为推进我国档案事业高质量发展贡献力量。

Abstract: Land acquisition and resettlement work for hydropower projects is an important component of

hydropower construction, involving a wide range of aspects, strong policy implications, long time spans, and
has characteristics such as importance, complexity, difficulty, long-term nature, and sociality. It is a
systematic project involving multiple disciplines such as nature, politics, economy, culture, and engineering

technology. Doing a good job in land acquisition and resettlement is a prerequisite for ensuring the smooth

progress of hydropower project construction, and is the foundation for long-term social stability in the
reservoir area and resettlement area, which is conducive to economic development and social progress. On
the contrary, it may hinder the progress of hydropower engineering construction, bring about secondary

poverty and marginalization risks for immigrants, and in severe cases, may cause social instability and affect

social harmonious development. The construction and management of land acquisition and resettlement
archives, as a fundamental and important component of land acquisition and resettlement work, is a necessary
condition for doing a good job in land acquisition and resettlement work. Based on years of practical work

and from the perspective of project construction owners, the author discusses the construction and

management of land acquisition and resettlement archives for large and medium-sized hydropower projects,
for peer communication and reference, in order to contribute to the high-quality development of China's
archival industry.
