Interviewee: Participant D, a media work in the dramatic and quyi channel(戏曲频道) of
China Central Television (CCTV)
Interviewer: Huang Weijie
Huang: Hi! My name is Weijie Huang. I am doing my Ph.D. study on intellectual property
right in the Faculty of Law, University of Hong Kong. My Ph.D. thesis is about UGC
(User-Generated Content) and copyright. Briefly speaking, UGC is content that created
by amateurs rather than professional creators. Examples of UGC include WeChat public
account, fanfictions, parodies, remixes, samplings, etc. I heard that you are operating a
public account for CCTV and I would like to learn something from you.
Participant D: Thanks. I am flattered. Part of my work involves with UGC but I cannot say
that I have full understanding of UGC. Hope that I can help.
Huang: Can you briefly describe your job (about the public account)? How long have you
been doing this job?
Participant D: I am in charge of the official WeChat, weblog and PC client for the dramatic
and quyi channel(戏曲频道) in CCTV. Most content in the weblog and client is the
introduction about our channel and some common knowledge about traditional opera. I
will write some original articles on a regular basis and post them on the official WeChat
“CCTV Traditional Opera(央视戏曲).” I began my internship from February last
year.
Huang: Dramatic and quyi works also enjoy copyright protection. How do you deal with
copyrighted dramatic and quyi works? Who are the copyright owners? The artists or the
institutions? Will you ask the copyright owner for permission before using their works?
Individual licenses or a blanket license? A blanket license refers to the one license to use
any works from a specific catalog.
Participant D: If the work is used in a video, the video will indicate the source or present
itself with a logo. We will also give clear indication of its source in the form of words
following the video. The copyright of most material is owned by CCTV. Sometimes we
will sign a blanket license contract with cartoonists who will create WeChat emotion
