ing of climate change issues and actively participate in the implementation and oversight
of adaptation measures. Providing professional training for NGOs, tailored to their needs in
project evaluation, resource integration, and organizational management, through instruction
by specialized institutions and experts. This enhances the scientific rigor and standardization
of NGO project operations while strengthening their professional competence and influence
during the implementation of adaptation measures.
Encourage non-governmental organizations to collaborate with governments and enter-
prises in cooperative projects, fostering a favorable situation of multi-stakeholder collabo-
rative participation. In urban green space construction projects, governments leverage their
advantages in policy formulation and funding to provide policy support and necessary finan-
cial guarantees while guiding the overall direction of projects. Enterprises utilize their pro-

specific project construction and subsequent operations. Non-governmental organizations
contribute their expertise and social resources to participate in project planning processes,
offering professional advice on ecological and social dimensions while monitoring project
implementation. Through this collaborative model,the strengths of all stakeholders are fully
leveraged to achieve resource sharing and complementary advantages. This joint effort pro-
motes the effective implementation and dynamic adjustments of adaptation measures, en-
hancing society’s overall capacity to address climate change.
