               organizing training programs, charitable organizations attract numerous public-spirited in-
               dividuals to engage in disaster relief initiatives. Volunteers assist in clearing disaster-affect-
               ed areas, helping victims clean their homes and transport supplies; participate in restoring
               critical infrastructure such as roads, bridges, and water/electricity facilities, contributing to
               the swift recovery of normal living conditions in disaster zones. Throughout this process,
               NGOs collaborate with governments to implement relevant adaptation measures, including
               constructing flood control facilities with enhanced standards post-disaster; improving disas-
               ter early warning systems to strengthen meteorological disaster monitoring and forecasting
               capabilities, thereby elevating society’s overall resilience to natural disasters.
                   Non-governmental organizations can also facilitate the innovation and optimization
               of domestic adaptation measures by engaging in international exchanges and cooperation,
               introducing advanced foreign concepts and technologies. Some international NGOs special-
               izing in climate change response leverage their global connections and resource integration
               capabilities to establish cooperative relationships with domestic organizations. In renewable
               energy utilization, international NGOs can introduce advanced foreign solar and wind power
               technologies, as well as energy storage systems, to promote the development of domestic
               renewable energy industries and accelerate the low-carbon transition of energy structures. In
               green building design, advanced foreign concepts of energy-efficient architecture and prac-
               tical experience in applying eco-friendly building materials are shared through international
               NGO collaboration projects. These initiatives provide valuable references for the domestic
               construction industry, support the refinement and promotion of green building standards, and
               enhance the construction sector’s capacity to address climate change.
                   (3) Building Mechanisms: Key Initiatives to Consolidate Synergies
                   To better consolidate the efforts of all parties and fully leverage the role of the public
               and non-governmental organizations in the continuous improvement of adaptation mea-
               sures, establishing robust social participation mechanisms is crucial. The government plays
               a key guiding and coordinating role in this process. Governments should actively establish
               communication platforms and implement regular mechanisms for public opinion collection
               and feedback. Creating a dedicated Climate Change Adaptation Public Advisory Committee
               serves as an effective approach, inviting representatives from various sectors including com-
               munity residents, industry experts, and NGO representatives. The committee holds regular
               meetings to collectively discuss adjustments to adaptation measures and review the planning
               and implementation of major adaptation projects. During these meetings, public represen-
               tatives can directly express grassroots needs and opinions, industry experts provide profes-
               sional technical analyses and recommendations, while NGOs share practical experiences
               and case studies accumulated in the field, offering comprehensive references for government
               decision-making.
