               constitute the primary mechanisms for cross-border cooperation. Despite numerous chal-
               lenges, cross-border cooperation remains indispensable in global climate governance. Future
               research should further explore the mechanisms and challenges of cross-border cooperation,
               develop scientifically sound collaborative strategies tailored to national conditions and de-
               velopment stages, and provide scientific foundations for global climate governance.
